In January 2026, Indian External Affairs Minister Dr. S. Jaishankar characterized Pakistan as an “exception” in India’s otherwise improving neighborhood policy. He stated that while India seeks normal ties with all neighbors, Pakistan’s continued sponsorship of cross-border terrorism creates an abnormal bilateral dynamic, requiring India to adopt distinct security-centric approach distinct from its other regional engagements.
